(VI) ANY OTHER INFORMATION NECESSARY TO DETERMINE THE
NATURE AND EXTENT OF THE TYPES OF HARASSING OR INTIMIDATING INCIDENTS
AND THE MOTIVATION BEHIND THE INCIDENTS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004. It shall remain effective for a period of 4 years and, at the end of
June 30, 2008, with no further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 752 - Security Guards - Certification Renewal - Late Fees.
This bill requires the Secretary of the State Police to assess a $5 per day late fee to
applicants whose application for renewal of a security guard certification is not
received on or before a specified date except if the renewal is late due to specified
hardships; caps the amount of total late fees assessed on an applicant for late
certification renewals at $150; and prohibits the Secretary from certifying an
applicant if the applicant has outstanding late fees.
Senate Bill 335, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 752.

AN ACT concerning
Security Guards - Certification Renewal - Late Fees
FOR the purpose of requiring the Secretary of Labor, Licensing, and Regulation the
State Police to assess a certain late fee to applicants whose application for
renewal of a security guard certification is not received within a certain time
period on or before a certain date; prohibiting the Secretary from charging the
late fee under certain circumstances; capping the amount of total late fees that
may be assessed against an individual for late certification renewals;
prohibiting the Secretary from certifying an applicant if the applicant has
outstanding late fees; and generally relating to the late fees assessed to security
guards for late certification renewals.
