It is the intent of the General Assembly that beginning in fiscal year 2006, at least
$500,000 shall be included annually in the State budget for the Solar Energy Grant
Program.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004 January 1, 2005.

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 733 - Campaign Finance - Contributions - Credit Cards.

This bill alters a specified limitation on the amount of contributions that may be
made by credit card to candidates and political committees.

Senate Bill 846, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 733.
