Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 538 - State Boat Act - Waterway Improvement Fund - Authorized
Uses.
This bill increases the amount of funds that may be used from the Waterway
Improvement Fund by the Natural Resources Police for marine operations; repeals a
provision that requires a payment to the Comptroller for the collection of the vessel
excise tax; repeals the authority of the Department of Natural Resources to use the
Waterway Improvement Fund for enforcement of the State Boat Act; and provides for
a delayed effective date.
Senate Bill 452, which was passed by the General Assembly and signed by me on May
26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 538.

AN ACT concerning
State Boat Act - Waterway Improvement Fund - Authorized Uses
FOR the purpose of altering the amount of certain funds that may be proposed to be
used by the Natural Resources Police for marine operations for certain fiscal
years; repealing a provision that requires a certain payment to the Comptroller;
repealing the authority of the Department of Natural Resources to use certain
funds for enforcement of the State Boat Act; providing for a delayed effective
date; and generally relating to the enforcement of the State Boat Act.
