Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 522 - Baltimore County - Alcoholic Beverages - Hunt Valley
Commercial/Mixed Use Focal Point.

This bill authorizes the Baltimore County Board of License Commissioners to transfer
two beer, wine and liquor (on-sale) retail alcoholic beverages licenses, in existence in
Election District 15, into the Hunt Valley Commercial/Mixed Use Focal Point. It
requires the licenses to be converted into Class B (HV) restaurant beer, wine and
liquor licenses.

Senate Bill 201, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 522.

AN ACT concerning

Baltimore County - Alcoholic Beverages - Hunt Valley Commercial/Mixed

Use Focal Point

FOR the purpose of authorizing the Baltimore County Board of License
Commissioners to transfer a certain number of beer, wine and liquor (on-sale)
retail alcoholic beverages licenses in existence in Election District 15 into the
Hunt Valley Commercial/Mixed Use Focal Point; requiring the licenses to be
converted into Class B (HV) restaurant beer, wine and liquor licenses; providing
for certain restrictions, qualifications, and conditions with respect to the
licenses and the establishments subject to the licenses, including hours of
operation, percentage of receipts from the sale of food, seating capacity, zoning
regulations, and other requirements
; prohibiting the transfer of a license issued
under this Act to a new location other than the original location; prohibiting the
issuance of more than a total of a certain number of beer, wine and liquor
licenses in the Hunt Valley Commercial/Mixed Use Focal Point; and generally
relating to alcoholic beverages licenses in Baltimore County.
