SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, and shall take effect from the date
it is enacted.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 438 — Prince George's County - Palmer Park Boys and Girls Club
Loan of 2001.

This bill amends Chapter 680 of the Acts of the General Assembly of 2001, as
amended by Chapter 32 of the Acts of the General Assembly of 2003, to extend the
time by which the Board of Directors of the Palmer Park Boys and Girls Club, Inc.
must provide a matching fund, for the Prince George's County - Palmer Park Boys
and Girls Club Loan of 2001, from June 1, 2004, to June 1, 2005.

Senate Bill 255, which was passed by the General Assembly and signed by me on
April 13, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 438.

AN ACT concerning

Prince George's County - Palmer Park Boys and Girls Club Loan of 2001

FOR the purpose of amending Chapter 680 of the Acts of the General Assembly of
2001, as amended by Chapter 32 of the Acts of the General Assembly of 2003, to
extend the time by which the Board of Directors of the Palmer Park Boys and
Girls Club, Inc. must provide a matching fund, for the Prince George's County -
Palmer Park Boys and Girls Club Loan of 2001, from June 1, 2004, to June 1,
2005.

BY repealing and reenacting, with amendments,

Chapter 680 of the Acts of the General Assembly of 2001, as amended by

Chapter 32 of the Acts of the General Assembly of 2003
