level sufficient enough to allow the State Board for Certification of Children's Group
Home Residential Child Care Program Administrators to begin operating as a
regulatory board, and when special funds become available for the regulation of
children's group home residential child care program administrators, special funds
shall be used to reimburse the General Fund for the cost of starting up the Board.
SECTION 4. AND BE IT FURTHER ENACTED, That the terms of the initial
members of the State Board for Certification of Residential Child Care Program
Administrators shall expire as follows:
(1) three members in 2005;
(2) four members in 2006; and
(3) four members in 2007.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 377 — Board of Public Works - Baltimore Zoo - Lease Payments.
This bill requires that any payments due by the State for the Baltimore Zoo under a
lease or sublease agreement be included in the annual budget for the Board of Public
Works. It also states that the intent of the General Assembly is that the name of the
zoo be altered to be the Maryland Zoo in Baltimore.
Senate Bill 141, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 377.
