Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 367 - Residential Child Care Programs - Certification of Program
Administrator.
This bill establishes the State Board for Certification of Residential Child Care
Program Administrators and its duties and membership; establishing the terms and
requirements for specified members of the Board; authorizing the Board to employ
staff in accordance with the budget for the Board; establishing a State Board for
Certification of Residential Child Care Program Administrators Fund.
Senate Bill 99, which was passed by the General Assembly and signed by me on May
26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 367.

AN ACT concerning
Children's Group Homo Residential Child Care Programs - Certification of
Program Administrator
FOR the purpose of establishing the State Board for Certification of Children's Group
Home Residential Child Care Program Administrators; specifying the
membership, powers, and duties of the Board; establishing the terms of and
requirements for certain members of the Board; authorizing the Board to
employ certain staff in accordance with the budget of the Board; establishing a
State Board for Certification of Children's Group Home Residential Child Care
Program Administrators Fund; establishing certain immunity from liability for
certain persons under certain circumstances; requiring an individual to be
certified before the individual may administer a children's group home
residential child care program licensed by certain State departments;
establishing certain procedures in the event that a program administrator
leaves or is removed; specifying the qualifications for certain certificates;
specifying application procedures for certain applications; authorizing the
issuance and renewal of certain certificates; authorizing certain individuals
with certificates to administer certain programs; providing for the expiration
and renewal of certain certificates; establishing certain grounds for discipline;
requiring the Board to provide certain hearing procedures before certain
