presented, the Board shall certify this fact to the State Treasurer and the proceeds of
the loan shall be expended for the purposes provided in this Act. If this evidence is not
presented by June 1, 1987, the proceeds of the loan shall be applied to the purposes
authorized in Article 78A, § 3 of the Code.

(6) THE COUNTY EXECUTIVE AND COUNTY COUNCIL OF BALTIMORE COUNTY
MUST ENCUMBER OR EXPEND THE LOAN PROCEEDS BY JUNE 1, 2005
THE PROCEEDS
OF THE LOAN MUST BE ENCUMBERED BY THE BOARD OF PUBLIC WORKS OR
EXPENDED FOR THE PURPOSES PROVIDED IN THIS ACT NO LATER THAN JUNE 1, 2006.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 360 - Somerset County - Board of County Commissioners - General
Bonding Authority.

This bill authorizes the Board of County Commissioners of Somerset County to
borrow in each fiscal year up to $10,000,000 on the full faith and credit of the county
for the purpose of financing the construction of roads and bridges, the construction
and equipping of public buildings, public schools, and solid waste facilities, and the
purchase of real property for public purposes.

Senate Bill 259, which was passed by the General Assembly and signed by me on May
26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 360.
