Section 254(h)

Annotated Code of Maryland

(2001 Replacement Volume and 2003 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 25 - County Commissioners

254.

(H) IN FREDERICK COUNTY, IN ADDITION TO THE AUTHORITY PROVIDED IN
THIS SECTION, THE FREDERICK COUNTY COMMISSIONERS MAY ESTABLISH,
MAINTAIN, AND OPERATE A NURSING OR CONVALESCENT HOME OR HOMES AND ANY
OTHER FACILITIES AND SERVICES FOR THE PROPER CARE AND TREATMENT OF
AGED, CONVALESCENT, AND CHRONICALLY ILL.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 283 — Frederick County - Highways - Prohibition on Use for
Solicitations.

This bill authorizes the County Commissioners of Frederick County to prohibit the
use of a controlled access highway in the county's jurisdiction by a person soliciting
money, donations, employment, business, or a ride from an occupant of a vehicle on
the controlled access highway; and prohibits, in Frederick County, a person from
standing in a roadway, median divider, or intersection to solicit money or donations
from an occupant of a vehicle.

Senate Bill 443, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 283.
