VETOES
This bill legalizes the 2003 Edition of the Baltimore County Code, and any
supplement, to the extent to which that code or supplement contains laws enacted by
the General Assembly.
Senate Bill 134, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 230.

AN ACT concerning
Baltimore County Code - 2003 Edition - Legalization
FOR the purpose of legalizing the 2003 Edition of the Baltimore County Code and any
supplement to the extent to which that code or supplement contains laws
enacted by the General Assembly; and generally relating to the 2003 Edition of
the Baltimore County Code.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the 2003 Edition of the Baltimore County Code and any
supplement to the 2003 Edition of the Baltimore County Code, to the extent to which
that code or supplement contains laws enacted by the General Assembly of Maryland,
is legalized. The 2003 Edition of the Baltimore County Code and any supplement
shall be deemed and taken in all the courts of the State and by all public officials of
the State and its political subdivisions to be evidence of the law enacted by the
General Assembly contained in the Code or a supplement to it.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2004.

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 232 - Family Law - Adoption Search, Contact, and Reunion
Services - Siblings.
House Bill 232 expands the adoption search, contact, and reunion services program
within the Department of Human Resources that currently applies to adopted
individuals and biological parents. This program establishes a process conducted by
confidential intermediaries for adoptees and biological parents to locate each other
