(d)     An employee eligible to receive military administrative leave under this
section who is activated for military duty on or after July 1, 2003, shall elect to use
either military administrative leave or paid leave as provided in § 9-1104(3) of this
subtitle.

(e)     The Department shall keep a record of the use of military administrative
leave under this section.

Chapter 389 of the Acts of 2003

SECTION 2. AND BE IT FURTHER ENACTED, that this Act shall take effect
July 1, 2003. It shall remain effective for a period of [1 year] 2 YEARS and, at the end
of [June 30, 2004,] JUNE 30, 2005, with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2004.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 206 — Criminal Procedure - United States Park Police -Authority to
Enforce Maryland Law in National Park System.

This bill grants a United States Park Police officer specified powers to enforce
Maryland law, within areas of the National Park System, and authorizes a United
States Park Police officer to issue a citation under specified circumstances.

Senate Bill 139, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 206.
