(A)     EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS SECTION, A UNIT MAY
NOT AWARD A PROCUREMENT CONTRACT FOR SERVICES TO BE RENDERED BY A
CONTRACTOR OR SUBCONTRACTOR FROM A SITE THAT IS OUTSIDE THE UNITED

STATES.

(B) A UNIT MAY AWARD A PROCUREMENT CONTRACT FOR SERVICES TO BE
RENDERED BY A CONTRACTOR OR SUBCONTRACTOR FROM A SITE THAT IS OUTSIDE
THE UNITED
STATES:

(1) FOR SERVICES RELATED TO A PROCEEDING OR AN EVENT THAT
OCCURS OUTSIDE THE UNITED STATES; OR

(2) WITH BOARD APPROVAL. IN AWARDING A PROCUREMENT CONTRACT
FOR SERVICES, A UNIT MAY CONSIDER WHETHER A CONTRACTOR OR
SUBCONTRACTOR WILL RENDER THE SERVICES, IN WHOLE OR IN PART, FROM A SITE
THAT IS OUTSIDE THE UNITED STATES.

(B)     IF A CONTRACT IS RELATED TO A PROCEEDING OR AN EVENT THAT
OCCURS OUTSIDE THE UNITED STATES, A UNIT MAY NOT CONSIDER WHETHER THE
CONTRACTOR OR SUBCONTRACTOR WILL RENDER THE SERVICES FROM A SITE THAT
IS OUTSIDE THE UNITED STATES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 201 - State Employees - Military Administrative Leave - Sunset
Extension.

This bill extends the termination date for the use of military administrative leave or
specified paid leave for specified State employees who are on active military duty on
a specified date or are activated for military duty on or after a specified date.

Senate Bill 394, which was passed by the General Assembly and signed by me on
April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 201.
