responsibilities. For example, the large number of State employees who have
retirement and deferred compensation plans with the competitively bid State contract
may lose the ability to obtain such services because all of the current and prospective
vendors receive their information technology support through foreign outsourcing.
House Bill 183 would set up artificial barriers that could jeopardize many current
providers and potential competitors for State projects.
For the above stated reasons, I have vetoed House Bill 183.

AN ACT concerning
Procurement - Services Rendered in Foreign Country —Prohibition
FOR the purpose of prohibiting a procurement unit from awarding a contract for
services to be rendered by certain persons from a site that is located outside the
United States; providing certain exceptions to the prohibition; establishing that
certain provisions of law apply to certain procurements; requiring certain notice
for certain invitations for bids and certain requests for proposals; authorizing a
procurement unit to consider whether certain services are to be rendered by
certain persons from a site that is located outside the United States when
awarding certain service contracts except under certain circumstances; and
generally relating to procurement for services to be rendered by persons from a
site that is located outside the United States.
