Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 177 - Insurance Producers - Continuing Education Requirements.

This bill requires specified insurance producers to receive continuing education,
directly relating to flood insurance.

Senate Bill 584, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 177.

House Bill No. 177

AN ACT concerning

Insurance Producers - Continuing Education Requirements

FOR the purpose of requiring certain insurance producers to receive continuing
education on flood insurance under certain circumstances; requiring certain
insurance producers to complete the continuing education requirements relating
to flood insurance on or before a certain date; and generally relating to
continuing education requirements for insurance producers.

BY adding to

Article - Insurance
Section 10-116(a)(4)(iii)
Annotated Code of Maryland
(2003 Replacement Volume)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Insurance

10-116.

(a) (4) (III) EACH INSURANCE PRODUCER WHO POSSESSES A LICENSE TO
SELL PROPERTY AND CASUALTY INSURANCE AND WHO SELLS FLOOD INSURANCE
SHALL RECEIVE CONTINUING EDUCATION THAT DIRECTLY RELATES TO FLOOD
INSURANCE.
