VETOES
SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2001. [Sections 1 and 3 of this Act shall remain effective for a period of 3 6
years and, at the end of June 30, 2004 2007, with no further action required by the
General Assembly, Sections 1 and 3 of this Act shall be abrogated and of no further
force and effect.]
SECTION 2. AND BE IT FURTHER ENACTED, That the Department of
Transportation shall track the value of trade-ins of motor homes and travel trailers
for purposes of determining the impact of this Act on vehicle excise tax revenues. The
Department shall submit, in accordance with § 2-1246 of the State Government
Article, a report to the fiscal committees of the General Assembly on the impact to the
Transportation Trust Fund and economic benefits of this Act no later than October 1,
2006.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2004.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 714 - Health Insurance - Small Group Market - Modified Health
Benefit Plan for Medical Savings Accounts.
This bill repeals a requirement that the Maryland Health Care Commission develop a
modified health benefit plan for medical savings accounts. It also repeals a
requirement that the Commission adopt regulations that specify a modified health
benefit plan for medical savings accounts, which meet specified federal qualifications.
House Bill 933, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 714.
