Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 615 - Higher Education - Maryland Digital Library - Established.

This bill establishes the Maryland Digital Library in the Maryland Higher Education
Commission. It provides for the purpose of the Maryland Digital Library, and
establishes the composition of the Maryland Digital Library. It authorizes the
Maryland Higher Education Commission to encourage specified institutions to meet
specified goals, and authorizes the Maryland Digital Library, in collaboration with
specified entities, to develop specified programs.

House Bill 1167, which was passed by the General Assembly and signed by me on
May 11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to
sign Senate Bill 615.

AN ACT concerning

Higher Education - Maryland Digital Library - Established

FOR the purpose of establishing the Maryland Digital Library in the Maryland
Higher Education Commission; providing for the purpose of the Maryland
Digital Library; establishing the composition of the Maryland Digital Library;
authorizing the Maryland Higher Education Commission to encourage certain
institutions to meet certain goals; authorizing the Maryland Digital Library, in
collaboration with certain libraries entities, to develop certain programs;
establishing a Maryland Digital Library Advisory Council; requiring the
Maryland Digital Library Advisory Council to submit a certain report to the
Commission on or before a certain date each year; and generally relating to the
establishment of the Maryland Digital Library.

BY repealing and reenacting, with amendments,
Article - Education
Section 11-106
Annotated Code of Maryland
(2001 Replacement Volume and 2003 Supplement)

BY adding to

Article — Education

Section 11-801 through 11-803 11-804, inclusive, to be under the new subtitle
"Subtitle 8. Maryland Digital Library"
