Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 395 - Vehicle Laws - Trailers and Semitrailers - Surge Brakes.
This bill exempts specified vehicles from specified brake requirements, and
authorizes a trailer or semitrailer to be equipped with surge brakes, if the trailer or
semitrailer meets specified requirements relating to weight, design, and use.
House Bill 551, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 395.

AN ACT concerning
Vehicle Laws - Trailers and Semitrailers - Surge Brakes
FOR the purpose of exempting certain vehicles from certain brake requirements;
authorizing a certain trailer or semitrailer to be equipped with surge brakes if
the trailer or semitrailer meets certain requirements relating to weight, design,
and use; requiring the Secretary of Transportation to adopt certain regulations
to be effective by a certain date; defining a certain term; providing for the
effective dates of this Act; and generally relating to the use of surge brakes on
certain trailers and semitrailers under certain circumstances.
