Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 23 - Cecil County - Sheriffs Department - Law Enforcement and
Correctional Officers.

This bill specifies that law enforcement officers and correctional officers of the
Sheriffs department in Cecil County may be terminated only for just cause, and
makes conforming and stylistic changes.

House Bill 448, which was passed by the General Assembly and signed by me on April
27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 23.

AN ACT concerning

Cecil County - Sheriff's Department - Law Enforcement and Correctional

Officers

FOR the purpose of specifying that law enforcement officers and correctional officers
of the Sheriff's department in Cecil County may be terminated only for just
cause; making conforming and stylistic changes; and generally relating to the
Sheriff's department in Cecil County.

BY renumbering

Article - Courts and Judicial Proceedings

Section 2-309(i)(1)(viii)

to be Section 2-309(i)(1)(ix)

Annotated Code of Maryland

(2002 Replacement Volume and 2003 Supplement)

BY repealing and reenacting, with amendments,

Section 2-309(i)(1)(iii) and (vii)
Annotated Code of Maryland
(2002 Replacement Volume and 2003 Supplement)

BY adding to
