(2) NEITHER THE CALCULATION OF THE ABATEMENT NOR THE
ASSESSMENT UNDER THIS SUBSECTION SHALL INCLUDE AN ASSESSMENT LESS
THAN ZERO.

[(i)] (J) The Department shall adopt rules and regulations to implement this
section.

[(j)] (K) The tax credit under this section shall be known as the homestead
property tax credit.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
applicable to all taxable years beginning after June 30, 2003.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

AN ACT concerning

Howard County - Board of Education - Meetings

Ho. Co. 5-04

FOR the purpose of altering the number of times the Howard County Board of
Education is required to meet each month; requiring the Howard County Board
of Education to meet a certain number of times each year; and generally relating
to meetings of the Howard County Board of Education.

BY repealing and reenacting, with amendments,

Section 3-704(a)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
