SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
construed to apply retroactively and shall be applied to and interpreted to affect,
regardless of the date of adoption or effectiveness, any contract, deed, covenant,
restriction, instrument, declaration, rule, bylaw, lease agreement, rental agreement,
or any other document concerning the display of flags or decorations by a homeowner
or tenant on residential property.

SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

AN ACT concerning

Education - School Social Workers - Certification Certified Professional

Personnel

FOR the purpose of exempting certain school social workers from certain licensing
requirements; authorizing the State Department of Education to certify certain
individuals as school social workers; and generally relating to school social
workers requiring the State Board of Education and the Professional Standards
and Teacher Education Board to certify certain social workers as professional
personnel; and generally relating to social workers employed in the education
system as certified professional personnel.
