(7) THE GRANTEE HAS UNTIL JUNE 1, 2005, TO EXPEND OR ENCUMBER THE
PROCEEDS OF THE LOAN
THE PROCEEDS OF THE LOAN MUST BE ENCUMBERED BY
THE BOARD OF PUBLIC WORKS OR EXPENDED FOR THE PURPOSES PROVIDED IN THIS
ACT NO LATER THAN JUNE 1, 2005.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2004.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

(Senate Bill 488)

AN ACT concerning

Anne Arundel County - Alcoholic Beverages Licenses -
Baltimore-Washington International Airport

FOR the purpose of allowing certain sublessees at any airport to obtain airport
concessionaire licenses to sell alcoholic beverages within airport terminal
buildings; authorizing certain persons at Baltimore-Washington International
Airport to hold one or more airport concessionaire licenses for license for
multiple locations within the terminal building of the Airport, even if they
already hold one or more other licenses issued by the Board of License
Commissioners of Anne Arundel County; specifying that this Act does not apply
to duty free shops; allowing the Board to issue two airport concessionaire
licenses for the same premises or concessionaire space at the Airport for a
certain purpose under certain conditions; requiring that the Board give
precedence to certain license applications; requiring the Board to hold hearings
on certain license applications at the Board meeting that immediately follows
receipt of the applications; specifying the fee for an airport concessionaire
license and one location from which alcoholic beverages may be sold; specifying
an annual fee for each additional location from which alcoholic beverages may
be sold; making conforming and stylistic changes; making this Act an emergency
measure; and generally relating to alcoholic beverages licenses at
Baltimore-Washington International Airport.
