SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

13-111.
(a) (1) [This] EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS
SUBSECTION, THIS section applies to the procurement of SERVICES, EQUIPMENT, AND
supplies[, with an estimated contract value of $1,000,000 or more,] by a primary
procurement unit.
(2) THIS SECTION DOES NOT APPLY TO CONSTRUCTION CONTRACTS OR
THE PROCUREMENT OF INFORMATION TECHNOLOGY SERVICES.
SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland

(a) An individual or a person that employs an individual who assists an
executive unit in the drafting of specifications, an invitation for bids, a request for
proposals for a procurement, or the selection or award made in response to an
invitation for bids or request for proposals may not:
