(2)   a cost estimate for acquisition, demolition, and site work
based on the approved appraisal has been prepared by the
Department of General Services; and

(3)   the budget committees have reviewed and commented on
the cost estimate or 45 days have elapsed from the date the cost
estimate is received by the committees.

Further provided that no funds may be expended for this project
until:

(1)    the Department of Public Safety and Correctional Services
submits a Capital Master Plan;

(2)      the Capital Master Plan does not include any new
correctional facility construction or any correctional facility
expansion projects in Baltimore City south of Monument Street;

(3)    the Department of Public Safety and Correctional Services
and the Department of General Services have met with members
of the communities affected by the acquisition of new property
and new correctional facility construction; and

(4)    the Department of Public Safety and Correctional Services
and the Department of General Services have met with the
elected officials who represent the communities affected by the
acquisition of new property and new correctional facility

(B) Women's Detention Center - Air System. Provide funds to
complete design and install a chiller and ventilation system
upgrade at the Women's Detention Center..................................

It is the intent of the General Assembly that the Governor modify
the schedule for the University of Maryland, Baltimore
Pharmacy Hall Addition so that planning funds are included in
the fiscal 2006 and 2007 capital budgets, and construction funds
are included in the fiscal 2008 capital budget.
