(iv) Increasing the grade level and credentials of direct care workers
equal to that of field workers.
SECTION 3. 4. 5. AND BE IT FURTHER ENACTED, That by December 31,
2004, the Department of Juvenile Services shall adopt regulations for its programs
and facilities that are consistent with existing State standards applying to private
child residential programs and facilities, including meeting all of the requirements of
Chapter 396 of the Acts of the General Assembly of 2002.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That the Department of
Juvenile Services shall contract for an independent evaluation of the efficacy and
effectiveness of the Departments procurement and contracting procedures and report
its findings by December 31, 2004. The Department shall ensure that the contractor
provides a report to the Secretary, the Governor, and the General Assembly not later
than December 31, 2004.
SECTION 6. AND BE IT FURTHER ENACTED, That by July 1, 2007, each
facility provided for in Article 83C, § 2-117(a)(2) of the Code shall be operated by the
Department.
SECTION 5. 6. 7. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

Creation of a State Debt - Maryland Consolidated Capital Bond Loan of
2004, the Maryland Consolidated Capital Bond Loans of 1990, 1991, 1992,
1993, 1994, 1995, 1996, 1997, 1999, 2002, and 2003, the General Construction
Loan of 1989, the Water Quality Loans of 1974 and 1975, and the Chesapeake
Bay Water Quality Loans of 1986, 1987, 1988, and 1989, and Broadneck Severn
Danza Recreational Complex Loan of 2001
FOR the purpose of authorizing the creation of a State Debt in the amount of Six
Hundred Twenty Four Million, Seven Hundred Ninety-Two Thousand Dollars
($624,792,000) Six Hundred Twenty-Eight Million, Two Hundred Sixty-Three
Thousand Dollars ($628,263,000) the proceeds to be used for certain necessary
building, construction, demolition, planning, renovation, conversion,
replacement, and capital equipment purchases of this State, for acquiring
certain real estate in connection therewith, and for grants to certain
subdivisions and other organizations for certain purposes, subject to the
