Ch. 429

SECTION 27. AND BE IT FURTHER ENACTED, That executive budget
books shall include a summary statement of federal revenues by major federal
program source supporting the federal appropriations made therein along with the
major assumptions underpinning the federal fund estimates. The Department of
Budget and Management (DBM) shall exercise due diligence in reporting these data
and ensure that they are updated as appropriate to reflect ongoing Congressional
action on the federal budget. In addition, DBM shall provide to the Department of
Legislative Services (DLS) data for the actual, current, and budget years listing the
components of each federal fund appropriation by Catalogue of Federal Domestic
Assistance number or equivalent detail for programs not in the catalogue. Data shall
be provided in an electronic format subject to the concurrence of DLS.

SECTION 28. AND BE IT FURTHER ENACTED, That any agreements
between State agencies and any public higher education institutions, or between two
or more State agencies,
involving an expenditure of more than $100,000 shall be
published in the Maryland Contract Weekly and reported to the budget committees,
the Department of Legislative Services, and the Board of Public Works by the
State agency. The report to the budget committees, the Department of
Legislative Services, and the Board of Public Works shall include
information on the creation of positions related to the agreement.

SECTION 20. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of § 32-205 of the State Personnel and Pensions Article, in fiscal 2005 the
State shall not be required to make the employer contributions to the applicable State
supplemental plan for participating employees in the Optional Defined Contribution
Sy
stem. Funding for this purpose (subobject 0172) shall be reduced in fiscal 2005 by
the following amounts:

SECTION 29. AND BE IT FURTHER ENACTED, That notwithstanding the
provisions of § 32-205 of the State Personnel and Pensions Article, in fiscal 2005 the
State shall not be required to make the employer contributions to the applicable State
supplemental plan for participating employees in the Optional Defined Contribution
System. Funding for this purpose (subobject 0172) shall be reduced in fiscal 2005 by
