$11,713,060 contingent upon the
enactment of legislation to reduce the
required appropriation for the support of
non-public institutions of higher
education. Further provided that this
appropriation shall be allocated by the
Maryland Higher Education Commission
consistent with current law, according to
the full-time equivalent enrollment for
eligible independent colleges and
universities as stated in the State aid to
non-public institutions of higher
