2004 LAWS OF MARYLAND

(B) PRIOR TO INCREASING APPROPRIATIONS AND EXPENDING THE
INCREASED APPROPRIATIONS, THE BOARD OF COUNTY COMMISSIONERS SHALL:

(1)      ESTABLISH, BY ORDINANCE, CRITERIA FOR INCREASING
APPROPRIATIONS AND EXPENDING THE INCREASED APPROPRIATIONS; AND

(2)      REQUIRE THE INCREASE IN APPROPRIATIONS TO BE DERIVED FROM:

(I)      THE UNAPPROPRIATED UNDESIGNATED GENERAL FUND
BALANCE REQUIRED UNDER § 2-7-1(A)(2) OF THIS ARTICLE; OR

(II)     THE BOND RATING ENHANCEMENT RESERVE ESTABLISHED
UNDER § 2-7-10 OF THIS ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004.

AN ACT concerning

Commissioner of Labor and Industry - Boiler and Pressure Vessel Safety -
Authority and Inspection Intervals

FOR the purpose of exempting certain model steam boilers from the Boiler and
Pressure Vessel Safety Act certain inspection requirements; requiring that
certain time intervals for certificate inspections of boilers and pressure vessels
be set by regulation and certain provisions of law; altering the period of validity
for a certain certificate; requiring that a certain certificate specify a certain
inspection interval; requiring the chief boiler inspector to issue a certain
certificate to an owner of a boiler or pressure vessel under certain conditions;
requiring the Department of Labor, Licensing, and Regulation to make a certain
report on or before a certain date; defining certain terms; and generally relating
to boiler and pressure vessel safety.
