ROBERT L. EHRLICH, JR., Governor                             Ch. 312

(i) Is consistent with the institution's adopted mission statement
in accordance with Title 11, Subtitle 3 of this article;

(II) MEETS A REGIONAL OR STATEWIDE NEED CONSISTENT WITH
THE MARYLAND STATE PLAN FOR POSTSECONDARY EDUCATION;

(ii) (III) Meets criteria for the quality of new programs, developed
in consultation with the Maryland Higher Education Commission; and

(iii) (IV) Can be implemented within existing program resources of
the institution, verified by a process established in consultation with the Maryland
Higher Education Commission; and

(3) Approve the proposed new program within 60 days if the program
meets the criteria in item (2) of this subsection, subject to the requirements of §
11-206.1(e) and (d) (E) AND (F) of this article.

(e) With respect to the program approval provisions in this title and Title 11 of
this article, the Board of Regents shall take action as a Board to approve or
disapprove a new program, and may consult with the Chancellor and appropriate
University staff.

SECTION 11. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall take effect July 1, 1999. [It shall remain effective for a period of 5 years and, at
the end of June 30, 2004, with no further action required by the General Assembly,
Section 2 of this Act shall be abrogated and of no further force and effect.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2004.

AN ACT concerning

Bed and Breakfast Establishments - Food Service - Regulation

FOR the purpose of exempting certain bed and breakfast establishments from certain
Department of Health and Mental Hygiene and local government regulations
relating to a certain type of kitchen equipment; requiring certain bed and
breakfast establishments to register with the health officer in the county be
licensed by the Department as food establishments; providing that certain bed
and breakfast establishments are subject to certain food safety and
contamination regulations; requiring the health officer in each county where a
certain bed and breakfast establishment is registered licensed to inspect the bed
