(2)     the number of Limited Health Benefit Plan policies in effect sold in
the State;

(3)     the number of eligible employees covered under the policies;

(4)     the average age, geographic area of residence, and income level of
eligible employees
average wage of each employer group covered under the policies;
and

(5)     the impact of the Limited Health Benefit Plan on the small group
health insurance market and the population of uninsured individuals in the State;
and

(b) recommendations on continuing or expanding the availability of the
Limited Health Benefit Plan in the small group health insurance market.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2004. It shall remain effective for a period of 4 years and, at the end of June
30, 2008, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

(Senate Bill 571)

AN ACT concerning

Criminal Law - Fictitious and Fraudulent Government Identification

Documents - Prohibition

FOR the purpose of prohibiting, with fraudulent intent, the possession, display, and
the causing to be displayed of a fictitious or fraudulently altered government
identification document; prohibiting, with fraudulent intent, the loan of a
government identification document to another or knowingly allowing the use of
a government identification document by another; prohibiting a person, with
fraudulent intent, from displaying or representing as the person's own a
government identification document not issued to the person; establishing
certain criminal penalties for a violation of this Act; defining a certain term; and
generally relating to prohibiting, with fraudulent intent, the possession, display,
and use of fictitious and fraudulent government identification documents.
