(a)     There is a Senior [Citizens] CITIZEN Activities Center Operating Fund.

(d) (1) The Fund shall be used to supplement any existing funding for senior
[citizens] CITIZEN activities centers in the State budget.

(2) The Fund may not be used to supplant any existing funding for senior
[citizens] CITIZEN activities centers in the State budget.

(b)     Subject to subsection (c) of this section, the Fund shall be distributed to
counties for senior [citizens] CITIZEN activities centers based on a competitive grant
process administered by the Department.

(c)     At least 50% of the Fund shall be distributed to qualified distressed
counties for senior [citizens] CITIZEN activities centers based upon need, as
determined by the Department.
