3. ROULETTE. (2) EXCEPT AS PROVIDED IN § 13-605 OF THIS SUBTITLE, A PERSON MAY NOT: (I) OPERATE A CARD GAME, A DICE GAME, OR ROULETTE; OR (II) CONDUCT A CASINO EVENT. (3) AN ORGANIZATION THAT OBTAINS A PERMIT SHALL ENSURE THAT: (I) AN INDIVIDUAL OR GROUP OF INDIVIDUALS DOES NOT
BENEFIT FINANCIALLY FROM THE HOLDING OF THE GAMING EVENT; (II) AN INDIVIDUAL OR GROUP OF INDIVIDUALS DOES NOT
RECEIVE ANY OF THE PROCEEDS OF THE GAMING EVENT FOR PERSONAL USE OR
BENEFIT; AND (III) THE GAMING EVENT IS MANAGED PERSONALLY BY THE
MEMBERS OF THE PERMIT HOLDER REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 255(b)(3), (f)(1), (4), and (5)(i) and the second
sentence of (b)(1) as it related to limits and conditions of permits. In subsection (a) of this section, the phrase "from the Department of
Permits and Development Management" is added to indicate the source of
the permit. In subsections (b) and (d) of this section, the former references to a
"corporation" are deleted as included in the comprehensive references to an
"organization". In subsection (b)(2) of this section, the reference to "conduct[ing]" an event
is substituted for the former reference to "operating" for consistency
throughout this subtitle. In subsection (c) of this section, the former reference to "personally"
managing an event is deleted as implicit in the restriction to operations by
the listed individuals. In subsection (d)(1) and (2) of this section, the former references to
"Baltimore County" are deleted in light of the scope provision of §
13-602(a) of this subtitle. In subsection (d)(1) of this section, the reference to "money" is substituted
for the former reference to "cash" for consistency within this article. Also in subsection (d)(1) of this section, the former phrase
"notwithstanding the provisions of subsection (b) of this section" is deleted
as included in the reference to the application of "Subtitle 2 of this title" in
§ 13-602(b) of this subtitle. Also in subsection (d)(1) of this section, the former reference to "paragraph
