REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, §§ 356, 359, 360, and 362, as they related to
the characteristics of a lottery device.
The reference to an "other thing" is substituted for the former references to
"anything", "other device", and "any other thing" for brevity and clarity.
The former references to "the vendor" are deleted as included in the
reference to "a person".
The former references to a "particular" number, character, ticket, or
certificate are deleted as surplusage.
The reference to "when an event or contingency occurs" is substituted for
the former reference to "in any event, or on the happening of a
contingency" for brevity.
The former references to a contingency "in the nature of a lottery" are
deleted as surplusage.

12-202. SCOPE OF SUBTITLE.
(A) IN GENERAL.
EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS SECTION, THIS SUBTITLE
APPLIES TO ALL LOTTERIES, INCLUDING THOSE AUTHORIZED BY ANY OTHER STATE
OR FOREIGN COUNTRY.
(B) EXCEPTION.
THIS SUBTITLE DOES NOT APPLY TO THE STATE LOTTERY ESTABLISHED UNDER
TITLE 9, SUBTITLE 1 OF THE STATE GOVERNMENT ARTICLE.
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 371A and the first clause of § 367.
In subsection (a) of this section, the reference to "this subtitle" is
substituted for the former reference to "[t]he preceding sections" to reflect
the reorganization of material derived from former Art. 27, §§ 356 through
371A, which comprised the former "Lotteries" subheading of Article 27.
Similarly, in subsection (b) of this section, the reference to this "subtitle" is
substituted for the former reference to this "subheading" to the same
effect.
Also in subsection (a) of this section, the former reference to any other
"district or territory" is deleted as included in the defined term "state". See
§ 1-101 of this article.
In subsection (b) of this section, the former references to provisions
"relating to lotteries" and to the State lottery "system" are deleted as
surplusage.
