(1) change the name of the Human Relations Commission and the Office of
the Human Relations Commission to the Human Rights Commission and the Office of
Human Rights, respectively;
(2) [[streamline hearing]] revise the procedures for [[complaints filed with]]
the Human Relations Commission to decide a complaint alleging illegal
discrimination;
[[(2)]] (3) harmonize County law with certain federal anti-discrimination laws;
[[(3)]] (4) [[authorize the hearing examiner to impose post-judgment interest
on]] revise the authority of the Commission to award[[s]] damages, costs, and
attorney's tees; grant other relief; and impose civil penalties for illegal discrimination;
[[(4)]] (5) [[authorize the director under certain circumstances]] modify the
Commission's authority to release information [[gathered during an investigation or
conciliation conference]] about a complaint at various stages of the complaint
resolution process;
[[(5)]] [[authorize parties to seek enforcement of orders or subpoenas issued by
the executive director or hearing examiner;]]
[[(6) allow parties and the County to recover their costs and attorney's fees if
they substantially prevail in an action to enforce an order or subpoena issued by the
Commission's executive director or the hearing examiner;]]
[[(7) clarify that the hearing examiner may not impose a fine against
Montgomery County;]]
[[(8) suspend the hearing examiner's authority to award certain relief, until
certain pending litigation is decided;]]
[[(9)]] (6) prohibit additional types of discrimination in certain housing
activities [[because of sex, source of income, or the presence of children]];
[[(10) require certain persons to make certain modifications for disabled
persons in public accommodations and the sale and rental of housing;]]
[[(11) prohibit discrimination in the brokering and appraising of housing;]]
[[(12 authorize the Commission director to send a copy of certain findings to
certain licensing agencies or authorities;]]
[((13)]] (7) make technical and stylistic changes; and
[[(14)]] (8) generally amend the County's human [[relations]] rights law.
