H.B. 1205 VETOES
10-1105. THE DEPARTMENT OF HUMAN RESOURCES, IN CONSULTATION WITH THE
OFFICE OF THE ATTORNEY GENERAL, SHALL PROVIDE CENTRAL COORDINATION
AND TECHNICAL ASSISTANCE TO STATE DEPARTMENTS, AGENCIES, AND PROGRAMS
TO AID COMPLIANCE WITH THIS SUBTITLE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act may not be
construed to either recommend or to require the creation of a State office to
coordinate language translation and technical support for this Act. Each agency,
department, or program required to implement the provisions of this Act shall do so
without the assistance of a statewide office created to coordinate these services. SECTION 3. AND BE IT FURTHER ENACTED. That the Secretary of Health
and Mental Hygiene and the Secretary of Labor, Licensing, and Regulation each shall:
(1) consider the impact on individuals with limited English proficiency and on
the operations of State government that would likely result from an alteration of the
definition of "vital documents" in § 10-1102 of the State Government Article, as
enacted by Section 1 of this Act, to include applications and examinations related to an
individual's licensure, certification, or registration by the Department of Health and
Mental Hygiene or the Department of Labor. Licensing, and Regulation; and
(2) on or before July 1, 2005, report to the General Assembly in accordance with
§ 2-1246 of the State Government Article, on the conclusions reached under item (1) of
this section.
SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October July 1, 2002.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1205 - Uniformed State Employees. House Bill 1205 permits uniformed State employees to attach a symbol of the United
States flag to the employee's uniform. Under the legislation, State agencies that
employ uniformed employees are required to establish guidelines for wearing the
symbol of the U.S. flag, which may include the size, location and form of the symbol. The sentiments behind House Bill 1205 are laudable in light of the tragic events of
September 11, 2001, and the desire of Americans, including our uniformed State
employees, to show their pride and support for our country. Many State agencies with
uniformed employees have policies that permit a symbol of the United States flag to
be worn on the uniform. The Department of Maryland State Police and Department of
