(i) Serves only for the remainder of that term and until a successor
is appointed and qualifies; and
(ii) Is eligible for appointment to serve two additional consecutive
terms.
(4) A member of the board of the Prince George's County Memorial
Library System may serve an unlimited number of consecutive terms of office.
(d) In Charles County, a member of the board serves for a term of 4 years.
(e) IN HARFORD COUNTY, A MEMBER OF THE BOARD SERVES FOR A TERM OF
5 YEARS, BEGINNING ON JULY 1, AND UNTIL A SUCCESSOR IS APPOINTED AND
QUALIFIES.
(F) Each member of a board serves without compensation.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2002.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 920 - Carroll County - Public Facilities Bonds.
This bill authorizes the County Commissioners of Carroll County to issue up to $22.6
million in general obligation bonds for construction, improvement and development of
various public facilities in Carroll County. The date of maturity cannot exceed 30
years.
Senate Bill 792, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 920.
