(e) (1) This section prevails over any inconsistent statute of this State
EXCEPT AS PROVIDED IN PARAGRAPH (2).
(2) SUBSECTIONS (A) AND (C) DO NOT APPLY TO:
(A) A CLAIM OR RIGHT TO RECEIVE AMOUNTS UNDER A WORKERS'
COMPENSATION ACT AS COMPENSATION FOR AN ACCIDENTAL INJURY OR AN
OCCUPATIONAL DISEASE;
(B) A CLAIM OR RIGHT TO RECEIVE AMOUNTS, WHETHER BY SUIT
OR AGREEMENT AND WHETHER AS LUMP SUMS OR AS PERIODIC PAYMENTS, FOR
DAMAGES ARISING FROM PERSONAL INJURIES; AND
(C) A CLAIM OR RIGHT TO RECEIVE BENEFITS FROM A SPECIAL
NEEDS TRUST DESCRIBED IN 42 U.S.C. § 1396P(D)(4), AS AMENDED FROM TIME TO
TIME.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 902 - Education - Harford County Public Library Board of
Trustees.
This bill enables the Harford County Public Library Board of Trustees to have up to
11 members. The Harford County governing body must appoint individuals to the
board of trustees from nominees submitted by the board of trustees.
Senate Bill 557, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 902.
