(2) payable directly to the insurer that underwrites the Plan;
(3) payable as applicable on an individual or family basis; and
(4) sufficient in the aggregate to cover all Plan costs, including benefit
and administrative costs.
14-306.
Notice of the eligibility requirements and benefits available under this subtitle
shall be:
(1) published by the Commissioner at least once annually in the
Maryland Register and in a newspaper of general circulation in each county;
(2) provided by the Secretary of Health and Mental Hygiene as set forth
in § 4-217 of the Health - General Article; and
(3) provided by the Secretary of Labor, Licensing, and Regulation as set
forth in § 8-603 of the Labor and Employment Article.
14-307.
The State has no pecuniary liability under this subtitle.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2002.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 577 — Education - New Baltimore City Board of School
Commissioners - Bonds.
This bill increases the maximum aggregate principal amount of bonds that the New
Baltimore City Board of School Commissioners may issue from $25 million to $75
million.
Senate Bill 295, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 577.
