H.B. 571
VETOES
SECTION 2. AND BE IT FURTHER ENACTED, That on or before October 1,
2005, the Agricultural Land Preservation Foundation shall submit a report to the
Governor and, subject to § 2-1246 of the State Government Article, to the General
Assembly that evaluates the impact of this Act on the quality of agricultural land
preserved and the Foundation's agricultural land preservation activities under the
Maryland Agricultural Land Preservation Foundation. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.
May 16, 2002 The Honorable Casper R. Taylor, Jr.
Speaker of the House
State House
Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 571 - Maryland Group Health Insurance Plan - Repeal. This bill repeals the Maryland Group Health Insurance Plan. The purpose of the plan
is to provide hospital, medical and surgical benefits on an expense-incurred basis to
specified individuals. An individual is eligible for membership in the plan if the
individual is unemployed and not eligible for Medicare or another group health
benefit plan or a qualified beneficiary of the unemployed person, who would
otherwise be entitled to coverage under a group contract. Senate Bill 388, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 571. Sincerely, Parris N. Glendening
Governor House Bill No. 571 AN ACT concerning Maryland Group Health Insurance Plan - Repeal FOR the purpose of repealing certain provisions that establish and provide for the
administration of the Maryland Group Health Insurance Plan; repealing a
requirement that the Secretary of Health and Mental Hygiene provide certain
notice regarding eligibility for the Plan to certain individuals in a certain
manner; and generally relating to the Maryland Group Health Insurance Plan.
BY repealing and reenacting, with amendments,
