(3) If a party fails or refuses to obey a court order to appear or produce
the documents required under this subsection at a conciliation conference, the court
may issue a body attachment or compel compliance in any other manner available to
the court to enforce its order.
(j) The powers of the Secretary to carry out the provisions of this section shall
be construed liberally.

SECTION 14. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall remain effective for the period of [7] 10 years and 4 months and, at the end of
October 31, [2002] 2005, and with no further action required by the General
Assembly, Section 3 of this Act shall be abrogated and of no further force and effect.
SECTION 2. AND BE IT FURTHER ENACTED, That the term of the first
privatization contract negotiated between the Department of Human Resources and a
private contractor after the effective date of this Act shall be 3 years, with the option
for up to two one-year extensions.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2002. It shall remain effective for a period of 3 years and, at the end of
June 30, 2005, with no further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 519 - Board of Environmental Sanitarians - Sunset Extension and
Program Evaluation.
This bill extends the sunset date for the State Board of Environmental Sanitarians
from July 1, 2003 to July 1, 2013 and requires another sunset evaluation on or before
July 1, 2012. The bill also modifies the board's membership and establishes a
specified reporting requirement.
Senate Bill 490, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 519.
