H.B. 305 VETOES
SECTION 2. AND BE IT FURTHER ENACTED, That, on or before December 1,
2007, the Office of the Attorney General shall review the changes made to § 10-618 of
the State Government Article by this Act and shall submit a report to the Governor
and to the General Assembly, in accordance with § 2-1246 of the State Government
Article, on the continued necessity of this Act and any recommendations for changing
or modifying this Act. SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

vetoed House Bill 305 - Maryland Security Council. This emergency Administration bill creates the Maryland Security Council to assist
the Governor in ensuring that the State maintains an adequate and coordinated
strategy for emergency situations. Senate Bill 242, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House

Governor House Bill No. 305 AN ACT concerning Maryland Security Council FOR the purpose of establishing the Maryland Security Council within the Executive
Department; specifying the membership and terms of the members of the
Council; specifying the terms of certain initial members of the Council;
providing for the compensation of Council members; providing for a Director of
the Council and staff
support for the Council requiring the Council to meet at
certain times;
specifying the duties of the Council; requiring certain personnel to
cooperate with the Council under certain circumstances; requiring the Council
to submit a certain report; defining certain terms; making this Act an
