In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 293 - Maryland Emergency Management Assistance Compact.
This Administration bill establishes a Maryland Emergency Management Assistance
Compact to provide for mutual assistance in managing an emergency among
"jurisdictions" entering into the compact.
Senate Bill 239, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 293.

AN ACT concerning
Maryland Emergency Management Assistance Compact
FOR the purpose of establishing the Maryland Emergency Management Assistance
Compact; authorizing certain jurisdictions to adopt the Compact for the purpose
of providing intrastate mutual aid between jurisdictions in Maryland during an
emergency; authorizing member jurisdictions to request assistance under the
terms of the Compact; providing for certain limitations, liability, supplementary
agreements, and reimbursement under the Compact; providing for the
implementation and validity of the Compact; making provisions of the Compact
severable; declaring the intent of the General Assembly; defining certain terms;
and generally relating to the Maryland Emergency Management Assistance
Compact.
BY adding to
Article 16A - Maryland Emergency Management Agency
Section 37 through 39 to be under the new subtitle "Maryland Emergency
Management Assistance Compact"
