were ordered to surrender and forced by the enemy to march up to 10 days without
food or water in a horrific episode of World War II that has become known as the
Bataan Death March; (b) The Governor shall appoint the Secretary of Veterans Affairs to oversee the
design, construction, and placement of the plaque; and (c) The Governor shall appropriate the funds necessary for the design,
construction, and placement of the plaque. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 243 - Property Tax Credits - Personal Property of a Business That
Provides Computers to Employees for Home Use. This bill authorizes local governments to grant a tax credit against the property tax
imposed on personal property of businesses that provide computers to employees for
their use at home. The tax credit may not apply against operating personal property
of a public utility. Senate Bill 344, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House

Governor House Bill No. 243 AN ACT concerning Property Tax Credits - Personal Property of a Business That Provides
Computers to Employees for Home Use FOR the purpose of authorizing the governing body of a county or municipal
corporation to grant, by law, a property tax credit against the county or
municipal corporation property tax imposed on certain personal property of a
business that provides computers to its employees for their use at home;
authorizing the county or municipal corporation to provide, by law, for the
amount, duration, and application of the property tax credit and any other
