8-403. (a) On or before December 15 of the 2nd year before the evaluation date of a
governmental activity or unit, the Legislative Policy Committee, based on a
preliminary evaluation, may waive as unnecessary the evaluation required under this
section. (b) Except as otherwise provided in subsection (a) of this section, on or before
the evaluation date for the following governmental activities or units, an evaluation
shall be made of the following governmental activities or units and the statutes and
regulations that relate to the governmental activities or units: (62) Security Systems Technicians, Licensing and Regulation of (§ 18-201
of the Business Occupations and Professions Article: July 1, [2003] 2015); SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 159 - State Board of Public Accountancy - Sunset Extension and
Program Evaluation. This bill extends the termination date for the State Board of Public Accountancy from
July 1, 2004 to July 1, 2015 and requires a sunset evaluation report of the board by
July 1, 2014. Senate Bill 124, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
