SECTION 5. AND BE IT FURTHER ENACTED, That the Drafter's Notes and
catchlines contained in this Act are not law and may not be considered to have been
enacted as a part of this Act. SECTION 6. AND BE IT FURTHER ENACTED, That the publisher of the
Annotated Code of Maryland, in consultation with and subject to the approval of the
Department of Legislative Services, shall correct, with no further action required by
the General Assembly, cross-references and terminology rendered incorrect by this
Act or by any Act of the General Assembly of 2002 that affects provisions enacted by
this Act. The publisher shall adequately describe any such correction in an editor's
note following the section affected. SECTION 7. AND BE IT FURTHER ENACTED, That it is the intention of the
General Assembly that, except as specifically provided in this Act, this Act shall be
construed as a nonsubstantive revision, and may not otherwise be construed to render
any substantive change in the law of the State. SECTION 8. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 154 - Licensing and Regulation of Security Systems Technicians -
Sunset Extension and Program Evaluation. This bill continues the licensing and regulation of security systems technicians in
accordance with the Program Evaluation Act (Sunset Law) by extending until July 1,
2016 the termination provisions relating to the statutory and regulatory authority of
the Secretary of State Police to license and regulate security systems technicians. The
bill requires the next sunset evaluation pertaining to the licensing and regulation of
security systems technicians by July 1, 2015. Senate Bill 125, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
