1. CONSENTS TO FORWARDING THE INFORMATION IN
SUBSECTION (B) OF THIS SECTION TO THE SELECTIVE SERVICE ADMINISTRATION; AND (II) PROVIDE AN OPPORTUNITY FOR A MALE APPLICANT TO

OR 2. REFUSES TO CONSENT TO THE FORWARDING OF THE
INFORMATION IN SUBSECTION (B) OF THIS SECTION TO THE SELECTIVE SERVICE
ADMINISTRATION. (D) REFUSAL TO CONSENT TO THE FORWARDING OF THE INFORMATION IN
SUBSECTION (B) OF THIS SECTION TO THE SELECTIVE SERVICE ADMINISTRATION
MAY NOT BE GROUNDS FOR DENIAL OF AN APPLICATION FOR A DRIVER'S LICENSE OR
IDENTIFICATION CARD OR RENEWAL OF A DRIVER'S LICENSE OR IDENTIFICATION
CARD. SECTION 2. AND BE IT FURTHER ENACTED, That Section 1 of this Act is
contingent on the receipt by the Motor Vehicle Administration of sufficient federal
funds to pay the Administration's initial start-up costs for computer programming
changes necessary to implement the requirements of Section 1 of this Act related to
the reporting of information to the Selective Service Administration. SECTION 3. AND BE IT FURTHER ENACTED, That the Motor Vehicle
Administrator shall initiate and monitor efforts to obtain federal funds for the
purposes stated in Section 2 of this Act and shall report promptly to the Department
of Legislative Services when federal funds have been received by the Administration
and the contingency specified in Section 2 of this Act has been fulfilled. SECTION 2. 4. AND BE IT FURTHER ENACTED, That, subject to Section 2 of
this Act, this Act shall take effect October 1, 2002.

Annapolis MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 48 - District Court - Civil Jurisdiction - Dishonored Checks and
Other Instruments. House Bill 48 provides that the District Court of Maryland has exclusive original civil
jurisdiction in an action for damages for a dishonored check or other instrument
regardless of the amount in controversy. For the last two years, I have vetoed similar
bills. The reasons for my veto of House Bill 48 are restated below. Currently, the District Court of Maryland has exclusive original civil jurisdiction in
