In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 26 - Motor Vehicle Administration - Drivers' Licenses and
Identification Cards - Selective Service Administration Registration.
This bill requires the Motor Vehicle Administration to provide to the Selective Service
Administration identifying information regarding males under the age of 26 years
who apply for a driver's license or identification card, if the applicants consent to the
sharing of that information.
Senate Bill 297, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 26.

AN ACT concerning
Motor Vehicle Administration - Drivers' Licenses and Identification Cards -
Selective Service Administration Registration
FOR the purpose of requiring the Motor Vehicle Administration to provide to the
Selective Service Administration certain information concerning male
applicants of a certain age who apply for a driver's license or identification card
under certain circumstances; establishing that a signature on an application for
a driver's license or identification card constitutes consent to indicates that the
applicant has selected one of the options on the application form concerning the
forwarding of certain information to the Selective Service Administration;
requiring the Motor Vehicle Administration to provide certain information on a
certain application; providing that an applicant's refusal to consent to certain
information being sent to the Selective Service Administration does not
constitute grounds for denial of a driver's license or identification card;
requiring the Motor Vehicle Administration to forward certain information to
the Selective Service Administration in a certain manner; making certain
provisions of this Act contingent on certain federal funding; requiring the Motor
Vehicle Administrator to take certain actions regarding federal funding to
implement certain provisions of this Act; and generally relating to drivers'
licenses and identification cards.
