(j) The licensee shall sign his name in ink on the license at the time of
purchase. The license may not be transferred to another person, nor used or
presented by any person other than the person to whom it was issued. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2002.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 832 - Universal Service Program Fund - Retention of Funds. This bill authorizes the Public Service Commission to retain specified funds in the
universal service program fund at the end of June 30, 2002 and make the funds
available for disbursement through June 30, 2003. House Bill 1130, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 832. Sincerely, Parris N. Glendening
Governor Senate Bill No. 832 AN ACT concerning Universal Service Program Fund - Retention of Funds FOR the purpose of authorizing the Public Service Commission to retain certain
funds in the universal service program fund at the end of any given fiscal year a
certain date and make the funds available for disbursement during the next
fiscal year
through a certain date; requiring the Commission and the
Department of Human Resources to report to certain persons on certain matters
pertaining to the universal service program fund by a certain date;
providing for
the effective date and termination of this Act; extending the provisions relating
to retention of certain funds in the universal service program fund;
and
generally relating to the universal service program fund. BY repealing and reenacting, with amendments,
