C. THE certificate shall not affect the liability therefor, or the person who
owned the real estate at the time [such] THE tax was levied or at any time after
[such] THE levy and before the issue of [said] THE certificate[, and said Treasurer]. D. THE SUPERVISOR shall be responsible to [said county] THE COUNTY for
any loss of taxes that may arise from an error in [said] THE certificate. [50-18.] 50-14. All fees of every kind and description arising from the sale of property for taxes
or from any other sources [shall] MAY not be retained by the [Treasurer] TAX
COLLECTION SUPERVISOR, but shall be paid by [him] THE SUPERVISOR to the
County Commissioners and KEPT IN a separate account [kept thereof, and the]. THE
aggregate amount of [such] THE fees shall be included in the annual budget of [said]
THE Commissioners as an asset of the county. [50-19. An election for County Treasurer shall be held at the general election in
November 1938 and every four (4) years thereafter, and any County Treasurer elected
in Dorchester County shall qualify on the first day of May after his election and hold
office until his successor is duly elected and qualified.] SECTION 2. AND BE IT FURTHER ENACTED, That nothing in this Act affects
the term of office of the incumbent Treasurer of Dorchester County. The person who is
serving as Treasurer on the effective date of this Act shall remain Treasurer for the
balance of the term to which elected unless the Treasurer dies, resigns, or is removed
under provisions of law before the expiration of the term. SECTION 3. AND BE IT FURTHER ENACTED, That before this Act becomes
effective it shall first be submitted to a referendum of the legally qualified voters of
Dorchester County at the general election to be held in November of 2004. The
County governing body and the Board of Supervisors of Elections of Dorchester
County shall be those things necessary and proper to provide for and hold the
referendum required by this section. If a majority of the votes cast on the question are
"For the referred law", the provisions of this Act shall become effective on October 1,
2006, but if a majority of the votes cast on the question are "Against the referred law",
the provisions of this Act are of no effect and null and void. SECTION 4. AND BE IT FURTHER ENACTED, That, subject to the provisions
of Section 2 of this Act and for the sole purpose of providing for the referendum
required by Section 2 of this Act, this Act shall take effect October 1, 2002.
