Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 578 - Maryland Household Goods Movers Act. This bill prohibits a household goods mover from enforcing or threatening to enforce
a carrier's lien against, or refusing to deliver, a consumer's household goods when
providing household goods moving services for a move within the State. A violation of
the Maryland Household Goods Movers Act is an unfair and deceptive trade practice
under the Maryland Consumer Protection Act. House Bill 794, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate

Governor Senate Bill No. 578 AN ACT concerning Maryland Home Household Goods Movers Act FOR the purpose of requiring home movers to provide consumers with certain
information under certain circumstances;
requiring home movers to provide
consumers with written estimates under certain circumstances; requiring a
home mover's written estimate
to contain certain information; prohibiting a
home mover from exercising or threatening to exercise a warehouseman's lien or
from refusing to deliver consumer goods
prohibiting a household goods mover
from enforcing a carrier's lien or refusing to deliver certain household goods
under certain circumstances; providing that a violation of this subtitle is an
unfair and deceptive trade practice subject to certain enforcement and penalty
provisions; providing that a household goods mover who violates this subtitle is
subject to certain civil and criminal penalties under certain circumstances;
making a certain conforming change; requiring the Division of Consumer
Protection of the Office of the Attorney General to report to certain committees
of the General Assembly on or before a certain date; providing for the application
of this Act
establishing a certain short title; defining certain terms; and
generally relating to the Maryland Home Household Goods Movers Act. BY repealing and reenacting, with amendments.
