Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 466 - Reimbursement of Health Care Providers. This bill extends the termination date from June 30, 2002 to June 30, 2005 of Chapter
275 of 2000 and Chapter 423 of 2001, which specify certain HMO reimbursement
rates for noncontracting providers who provide services to HMO enrollees. House Bill 805, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate

Governor Senate Bill No. 466 AN ACT concerning Health Maintenance Organizations— Reimbursement of Noncontracting Health Care Providers FOR the purpose of identifying a certain rate that health maintenance organizations
pay to certain health care providers; repealing an obsolete reference; repealing
extending the termination date of a certain provision requiring a health
maintenance organization to reimburse certain health care providers at a
certain rate and to disclose certain information under certain circumstances;
repealing extending the termination date of a certain provision authorizing
certain health care providers to enforce a certain law by a certain means;
repealing extending the termination of a provision requiring a health
maintenance organization to reimburse certain trauma physicians at a certain
rate in a certain manner; requiring the Maryland Health Care Commission and
the Health Services Cost Review Commission to conduct a certain study and
present findings and recommendations from the study to the House Economic
Matters and Senate Finance Committees on or before a certain date; specifying
certain issues about which the Commissions must make recommendations;
